Is this just about Google Business Profile?

The profile is where it shows, not where it is decided. Categories, consistency, the pages behind it and genuine local relevance all feed what Google is willing to show, and the profile alone rarely moves it.

We have several locations. Do they need separate pages?

Usually yes, and usually they are competing with each other right now. Location pages only work when each one is genuinely about that place rather than a template with the town name swapped in.

Does local SEO matter if we also sell online?

Often more, not less. A local result frequently reaches someone closer to buying than a national one, and the two do not conflict — ecommerce work sits under Ecommerce SEO.
